The European Union, France and Germany are to release 470 billion FCFA over the period 2014-2020 for the development of Togo. The funding of the European partners will focus on 5 key areas: Togo’s capacity to promote peace and stability in the region, the fight against illegal trafficking, promotion of trade and regional integration, the reduction of poverty and economic and social development, and strengthening civil society capacity to monitor and support government action. This places Europe as the major partner in the development of Togo, especially when the aid is in the form of grants. Secondly, the European approach seeks systematically to strengthen national capacities to accompany Togo to develop the capacity needed to handle its development.
