The opposition candidate in Guinea-Bissau, former Prime Minister Umaro Sissoco Embalo, has been proclaimed winner of the presidential election in this small West African country with a tumultuous history. His opponent of the majority party, Domingos Simoes Pereira, denounces « frauds ». Mr. Embalo, 47, made up for a 12 point delay conceded to his opponent in the first round and won 53.55% of the vote last Sunday, against 46.45% for Mr. Pereira, announced the National Election Commission ( CNE)
