Ghana is targeting its diaspora to raise $ 3 billion in economic development funding, said Finance Minister Ken Ofori-Atta. Ghana will structure an investment vehicle to offer better rates than depositors can generally earn in countries such as the United States, Ofori-Atta told local journalists.
