Morocco has unveiled its "Digital Morocco 2030" strategy, an ambitious plan aimed at making the Kingdom a digital hub in Africa. With a budget of €1 billion, this roadmap focuses on the creation of 240,000 jobs, the digitalization of public services, support for startups, and the rollout of 5G.
Morocco is embarking on an unprecedented digital transformation with the « Digital Morocco 2030 » initiative, announced by Ghita Mezzour, Minister of Digital Transition. This plan, backed by a budget of 11 billion dirhams (€1 billion) for the period from 2024 to 2026, aims to make the country a digital leader in Africa and to boost its economy through several strategic pillars.
An ambitious plan for digital employment
Job creation is at the heart of this strategy. The Moroccan government plans to train 100,000 young people per year in digital professions, with an overall goal of 240,000 direct jobs by 2030. Chakib Alj, President of the General Confederation of Moroccan Enterprises, emphasized the importance of this initiative in tackling youth unemployment. The training rate is expected to triple, rising from 14,000 young people trained in 2022 to 100,000 by 2027. « The digital sector is a key area for employability in Morocco, » Alj said.
Support for startups and boosting the digital economy
Another major pillar of « Digital Morocco 2030 » is supporting startups and the digital economy. The country aims to triple the number of startups, reaching 3,000 tech companies by 2030, with the potential emergence of 1 to 2 unicorns. The government also intends to increase digital export revenues from 17.9 billion dirhams (€1.6 billion) in 2023 to 40 billion dirhams (€3.7 billion) by 2030. Legal reforms and specific financing mechanisms will be put in place to encourage innovation and the internationalization of businesses.
Digitalization of public services: A major challenge
Morocco is also focusing on the digitalization of public services to improve access to administrative services. The Kingdom aims to rank among the top 50 globally in the online services index by 2030. Reforms are planned in sectors such as health, education, and social protection to simplify administrative processes and combat corruption. Budget Delegate Minister Fouzi Lekjaa stated that this digitalization aims to « enhance transparency and the efficiency of public administration. »
5G rollout and bridging the digital divide
The deployment of 5G is a priority, with 70% of the territory expected to be covered by 2030. At the same time, the government plans to connect 5.6 million households to fiber optics, with a focus on reducing the digital divide, particularly in rural areas. A sovereign cloud will also be developed to ensure the security of national data, complying with international standards.
A growing sector with economic impacts
The development of the digital sector in Morocco has seen remarkable progress in recent years, supported by an ambitious national strategy. The Digital Morocco 2025 Plan aims to enhance the country’s competitiveness through the digitalization of the economy, improved access to digital infrastructure, and technological innovation. The sector already represents around 5% of the national GDP, over €10 billion, and continues to grow thanks to government initiatives and the attraction of foreign investments. Major goals include the creation of 100,000 digital jobs by 2030 and positioning Morocco as a regional tech hub in North Africa. The impact of this transformation is also visible in the development of local startups and the modernization of public services through digitalization, contributing to broader economic inclusion.
