Rwanda : $12 billion climate plan to boost resilience by 2035

Rwanda has unveiled a $12 billion Climate Plan (2025–2035) to strengthen national resilience and curb greenhouse gas emissions, exceeding its previous 2020–2030 plan by $1 billion. Led by the Rwanda Environment Management Authority, the plan prioritizes adaptation (70% of total funds) through water management, flood protection, and modern irrigation, while promoting renewable energy and clean transport.

“Rwanda can only fund $1.6 billion domestically; the remainder must come from international partners,” said Juliet Kabera, the agency’s Director General. The strategy will be reviewed by the Cabinet before its official launch at COP30 in Belém, Brazil.
