Mali : a new national agency for investment to restructure financing for local development

Mali adopted legal texts on March 4 2026 establishing a renewed National Agency for Investment of Local Authorities (ANICT) to restructure financing for local development. The agency will manage investment grants and may guarantee loans contracted by municipalities. According to official state budget figures, transfers to local governments are expected to reach 433.783 billion CFA francs (768.7 million USD) in 2026, representing 15.84 % of public revenues.
