Ghana : Tema Oil Refinery restarts at 28,000 b/d with target of 45,000 b/d
Ghana’s Tema Oil Refinery (TOR) resumed crude refining on 19 December 2025 after years of inactivity, operating at about 28,000 barrels per day (b/d) and aiming to reach its original 45,000 b/d design capacity, according to the refinery and the National Petroleum Authority, as confirmed by President John Dramani Mahama in late February 2026. The phased restart follows extensive maintenance and the installation of a new furnace to restore full throughput. The revival of TOR is expected to cut Ghana’s heavy reliance on imported refined fuels (over $10 billion annually) and strengthen domestic energy security, though sustained commercial discipline and operational reliability remain key challenges.
