France : AFD cuts Africa funding to €4bn in 2025

In 2025, the French Development Agency kept overall activity steady at €13.7bn, but reduced Africa-focused financing to €4bn, down from €6bn in 2024, following ODA budget cuts. CEO Rémy Rioux says the agency is offsetting through EU funds, private partners and bond markets, while warning that fewer grants are limiting projects across the continent.
