Éthiopia : Signing of a bilateral debt restructuring with France

On February 11, 2026, Ethiopia and France signed in Addis Ababa the first bilateral debt restructuring agreement under the G20 Common Framework, alongside a financing package of €81.5 M, including €80 M for the second phase of the Homegrown Economic Reform (HGER 2.0) program and €1.5 M in technical assistance.
This support adds to the €100 M previously mobilized and is part of the Team Europe and Global Gateway initiatives, while official creditors’ debt relief through the OCC already exceeds $3.5 B.
