Ethiopia : expanded cooperation agreements with Azerbaijan

On 27 February 2026, during an expanded meeting in Baku, President Ilham Aliyev and Ethiopian Prime Minister Abiy Ahmed Ali oversaw the signing of multiple bilateral cooperation instruments, according to an official statement from the Presidency of the Republic of Azerbaijan. The package includes a Defense Cooperation Agreement, signed by Foreign Ministers Jeyhun Bayramov (Azerbaijan) and Gedion Timothewos Hessebon (Ethiopia), establishing a framework to strengthen security ties, exchange expertise, and conduct joint training initiatives. 

A Memorandum of Understanding on COP32 cooperation was also signed to support Ethiopia’s hosting of the 32nd UN Climate Change Conference, recognizing its continental climate leadership. Additional MOUs cover agricultural cooperation between ministries, anti‑corruption collaboration between institutions, investment promotion between specialized agencies, and media partnership between national broadcasters. These agreements reflect a deepening strategic partnership rooted in South–South cooperation and a shared vision for economic and security development.
