Azerbaijan’s State Oil Fund (SOFAZ) has already invested nearly USD 400 million in Africa, mainly through fixed-income assets and the IFC, said Bahruz Behramov at the Djibouti 2025 Forum. Finance and telecoms are key targets. SOFAZ plans to grow its presence further.
