Access to capital: ADF to raise $5 billion every three years starting in 2027

The African Development Fund (ADF), the concessional arm of the African Development Bank, plans to raise $5 billion from capital markets every three years starting in 2027. The announcement, made on July 29, 2025, by Valerie Dabady, Director of Resource Mobilization and Partnerships at the African Development Bank, comes amid declining donor support, particularly from the United States. The ADF aims to obtain a credit rating and amend its statutes to diversify funding sources and strengthen support for low income countries.
